When academic papers are published, the authors are usually required to transfer the copyright of such a paper to the publisher. The author, however, retains the right to use the paper for personal purposes, such as lecturing. It is also a common occurrence in academic life that authors provide copies of such papers to colleagues and students upon request. However, further publication of such papers by the author needs the permission of the publisher. And making the paper available on the Web constitutes a form of publication.
My interpretation is therefore that I am not allowed to publish these papers on the Web, but I am allowed to send copies to those who request copies. To me this seems equivalent to making the papers available on the Web in such a manner that only those who request access are given access.
